Vegetable oil may smother the scale, but neem oil also poisons the juveniles, whose carapaces aren't yet impervious.

Something else that will work is known here in the US as "horticultural spray oil." It's available in garden shops here, and hopefully in Romania too. It's a fine oil that smothers the pests without clogging the plant's stomata.
