I hope he is able to find it at the garden center, if not, have him google it and he can order it on-line. This is how I found mine. The Neem oil is derived from the Neem tree's fruits and seeds which are pressed into the oil. The Neem is indigenous to India.

Most importantly, it is easiest to put the solution into a plant mister (with the detergent last) and apply it in that manner. I only use a few drops of the detergent to a mix of the mixture.

I just put my tree into a sink and spray it down from the top to the top of the soil and leave it there to dry out. Wait about 3 days and see how the application has done. If there are some still alive repeat the process. I wouldn't put the tree in the sun until they are gone. After that, a gradual reintroduction to the sun is in order for a few days while it recovers.
