I'd open up the bag, gently wiggle the cutting, and see how firm it is. If it immediately falls over, then it doesn't have roots yet. If it seems firm, then you can gradually 'wean' if off the bag. Taking the bag off for longer periods of time each day. I've seen things root in a month, and I've got a couple of elm cuttings that still haven't thrown roots, though they've been bagged for 3 months - and still showing new leaf growth.
